When Robots Carry Values (Part 1)
By most counts, China now installs roughly half of the world’s industrial robots each year. That is more than the United States, Europe, Japan, and South Korea combined. Its factories dominate not only the assembly of robots, but increasingly their motors, sensors, control boards, and integrated AI systems. This is not a marginal lead. It is an ecosystem advantage measured in millions of deployed machines, compounding year after year.
In the West, this shift is often discussed as an economic problem involving supply chains, labor shortages, and competitiveness. But robotics, especially the new generation of embodied, AI-driven machines, raises a deeper question that goes beyond trade balances and productivity curves.
Who is shaping the behavior of the machines that will increasingly act in the physical world?
For decades, software allowed societies to postpone this question. Code was abstract. Algorithms lived behind screens. Values could be debated, revised, and patched. Robotics collapses that distance. Decisions made in software now move arms, steer vehicles, allocate labor, monitor spaces, and increasingly interact directly with people.
Embodied AI does not merely compute. It acts.
And action, at scale, encodes priorities.
China’s dominance in robotics manufacturing did not emerge by accident. It reflects a long-standing belief that industrial capacity is strategic, that advanced manufacturing is inseparable from national strength, and that the state has a legitimate role in coordinating long-term technological development. These assumptions differ sharply from those that prevailed in much of the West after the Cold War, where manufacturing was treated as interchangeable, globalized, and largely subordinate to financial efficiency.
The result is not only that China builds more robots. It is that China increasingly shapes the conditions under which robots are built, trained, and deployed.
This matters because the next wave of robotics is no longer limited to repetitive factory tasks. Robots are moving into logistics centers, hospitals, farms, warehouses, streets, and homes. They rely on machine perception, reinforcement learning, and adaptive control systems that learn from real-world interaction. At sufficient scale, these systems do not simply execute instructions. They internalize norms about safety, efficiency, hierarchy, and acceptable risk.
In other words, they reflect the values of the environments in which they are developed.
The West has been slower to confront this reality, in part because it absorbed a powerful assumption from the 1990s that technological modernity would naturally converge toward liberal democratic norms. If markets were open and innovation decentralized, values would take care of themselves.
History has been less accommodating.
Political scientist Samuel Huntington warned that global competition would increasingly follow civilizational lines rather than ideological ones. His argument was not that conflict was inevitable, but that deep cultural assumptions about authority, individualism, and collective purpose would continue to shape how societies use power.
Robotics now tests that idea in concrete form.
An embodied AI system must decide how to trade off speed against safety, autonomy against oversight, and efficiency against human discretion. These are not neutral technical choices. They are judgments. When millions of machines make similar judgments every day, the cumulative effect is structural.
The question, then, is not whether Chinese-built robots are good or bad. It is whether Western societies are comfortable ceding normative influence over physical automation, including the rules by which machines move, prioritize, and intervene, to systems designed elsewhere under different assumptions about governance and accountability.
This is not an argument for decoupling, nor for demonizing China’s technological success. It is an argument for recognizing what is at stake.
The West still leads in many domains of AI research, particularly in foundational models and software. But leadership in abstraction does not automatically translate into leadership in embodiment. If democratic societies want robots that reflect values such as transparency, proportionality, human override, and public accountability, those values must be designed, tested, and enforced in the machines themselves, not merely asserted in policy statements.
That requires rebuilding manufacturing capacity, yes, but also rebuilding institutional competence around embodied AI. This includes standards, audits, safety regimes, and public oversight that treat robotics as civic infrastructure rather than simply private capital equipment.

Robots will not arrive with ideologies stamped on their casings. But they will arrive with defaults about who decides, who yields, who is protected, and who is optimized away.
The sheer scale of China’s robotics manufacturing means those defaults are being set somewhere by someone right now.
The question for the West is not whether history has ended, or whether civilizations must clash. It is whether democratic societies are willing to take responsibility for the values embedded in the machines that will increasingly share their physical world.
That choice, unlike globalization, is not abstract. It is already in motion.
